Legislation

PCPG actively monitors activities in the Pennsylvania General Assembly to identify legislation potentially impacting professional geologists, earth resource scientists, and engineers. As appropriate, PCPG also takes an active role in advocating for or against specific legislation. In this role we seek to educate the representatives writing legislation that impacts our profession.

Legislation expected to impact PCPG members is presented below. These bills include legislation in both Pennsylvania and New Jersey.

PA Legislation:

  • Geologically Hazardous Areas legislation has been reintroduced in the PA House of Representatives. PCPG is reviewing the bill and deciding on how to respond. Your comments are welcome. Read House Bill 1450.

  • Brownfields Bills:
    • Signed into Law July 27, 2009 - Senate Bill 84 - Extends the limits of lender liability to economic development corporations. This is an amendment to a 1995 law associated with Act 2. Learn More

House Bill 975 was passed in the PA House on August 19, 2009

PCPG's Executive Director testified before the PA House Professional Licensure Committee on House Bill 975 on Tuesday May 12, 2009.

  • House Bill 975 Revised, June 2009 - language regarding pre-aproval of continuing education providers has been revised. Read New Version of HB 975 - Printer's No. 2060

Amendments to the Engineers, Surveyors, & Geologists Licensure Act have been proposed in three different bills. All three propose revisions to the language concerning continuing education. The concept of Geologist in Training (GIT) has also been introduced. Links to each of these bills:

    New Jersey Legislation:

    • Site Remediation Program Act was passed by the New Jersey legislature on March 16, 2009. Governor Corzine signed the legislation into law on May 8, 2009.

Advocacy

As professionals with a mandate to be stewards of earth resources, we must all be advocates for legislation that intelligently and practically allows for the use of our resources. Advocacy is education. We have knowledge about our resources that our legislatures do not have. We must take the responsibility for educating them.

How do we start?

1st Step - Know who your legislatures are

2nd Step - Visit them, let them know who you are

Before you, or PCPG, has a specific issue to discuss with your legislators, get to know them. Make sure they (or more realistically their staff) know you. Visit their local offices and attend their meet and greet sessions. They hold open houses to meet YOU!

3rd Step - Learn about the PA Environmental Resources & Energy Committees
